5月26日在贵州贵阳举行的2021中国国际大数据产业博览会开幕式上,中共中央政治局委员、国务院副总理刘鹤指出,国家高度重视大数据产业发展,明确提出要推动实施国家大数据战略,加快建设数字中国。中国“十四五”规划明确提出要加快数字化发展,并且作出了系统性全面的部署。
At the opening ceremony of the China Big Data Industry Expo on 26 May in Guiyang, Guiyang, Guizhou, a member of the Central Political Bureau of the Communist Party of China and Deputy Prime Minister of the State Council said that the country attached great importance to the development of the big data industry and clearly proposed to promote the implementation of a national big data strategy to speed up the construction of a digital China. China’s 14th Five-Year Plan clearly proposed to accelerate digital development, with a systematic and comprehensive deployment.
他强调,要从广度和深度两个维度拓展大数据应用场景,积极推动数字技术与经济社会发展各领域全方位深度融合,充分挖掘数据的多重价值。要夯实算力和人才基础,加强算力基础设施建设,补齐关键技术和产业短板,重视数学、物理等基础学科建设,培养大数据产业相关人才。数据要素具有边际成本接近零、规模效应强、非排他等新特点,要加强研究,建立健全治理体系和相关制度,在确保个人隐私和数据安全的前提下,探索实现更精准的数据确权,更便捷的数据交易,更合理的数据使用,促进公平竞争,反对垄断。开放合作是大数据产业发展的内在要求。
He stressed the need to expand the big data application landscape from a wide and deep dimension and to actively promote the full integration of digital technology and economic and social development in all spheres, fully exploiting the multiple values of data. To strengthen the arithmetic and talent base, strengthen the building of the arithmetic infrastructure, complement key technical and industrial gaps, focus on fundamental disciplines such as mathematics and physics, and build up the talent associated with the big data industry. Data elements have new features such as marginal cost close to zero, large scale effect and non-exclusiveness.
国家发改委、中央网信办、工业和信息化部、国家能源局近日联合印发《全国一体化大数据中心协同创新体系算力枢纽实施方案》,明确提出布局全国算力网络国家枢纽节点,启动实施“东数西算”工程,构建国家算力网络体系,以此在全国范围内加快推进数据中心绿色高质量发展。
