综合港媒报道，虚拟资产交易平台JPEX继被香港证监会指属“无牌经营”，事态再有突破性发展。香港警方18日就案件拘捕6人，包括网红林作和陈怡，二人涉嫌"串谋诈骗"。警方表示，目前已有逾1400名苦主报案，涉款超过10亿元(港元，下同)。

违法虚拟资产交易平台黑幕重重，有熟知内情人士向香港媒体揭露圈内各种招数，包括：利用名人效应吸金后，随即卷钱速逃；制作“影子”虚假平台，挪走客户资金等。另外，操盘“大鳄”更搞对抗，炮制金融市场乱象等。

早前，虚拟资产交易平台JPEX被证监会指涉及无牌经营，其后更转交香港警方跟进。警方商业罪案调查科18日就案件搜查多间找换店，并拘捕6人，包括一向作风出位的KOL(网红)林作和另一名KOL陈怡。警方表示，至今逾1400人报案，涉款逾10亿元，有受害者损失逾百万。
Earlier, the Virtual Asset Trading Platform, JPEX, was accused by the SEC of being involved in unlicensed operations, and was then referred to the Hong Kong Police for follow-up.

18日上午，另一名经营加密货币找换店的KOL陈怡(原名陈凯怡)亦涉嫌串谋诈骗被捕。其位于尖东永安广场的“陈大怡找换店”办公室的正门被围板封起，警员入内搜查后，带走一批证物，包括一批现钞。
In the morning, another KKOL Chen Yi, formerly known as Chen Kai Yi, who runs an encrypted currency exchange, was arrested on suspicion of conspiracy to commit fraud.
截至18日下午2时，警方共接获1408人就JPEX相关事件报案，涉款约10亿元。警方表示，上周接获证监会转介后，商罪科深入调查后，18日在多区以涉嫌串谋诈骗拘捕4男2女，全部人被扣留调查，行动仍在进行中，不排除有更多人被捕。
By 2 p.m., the police had received 1408 reports of JPEX-related incidents involving approximately $1 billion. According to the police, after being referred to the SEC last week, the Commercial Offences Section conducted an in-depth investigation and arrested four men and two women in multi-districts on suspicion of conspiracy to commit fraud, all of whom were detained for investigation, and the operation was still ongoing, not excluding further arrests.
证监会日前发表声明表示，留意到一家名为JPEX的虚拟资产交易平台，透过网红及场外找换店，向香港公众推广该平台的服务及产品，又指JPEX集团旗下的实体，一概无获证监会发牌，亦无向证监会申领在香港经营虚拟资产交易平台的牌照。声明更指有网红及场外找换店在社交媒体作出虚假或具误导性的陈述。
The SEC issued a statement prior to the meeting indicating that it was aware of a virtual asset trading platform called JPEX, which promotes its services and products to the public in Hong Kong through online and off-site shopping, and that it refers to entities under the auspices of the JPEX group, which have not issued a license or applied to the SEC for a license to operate a virtual asset trading platform in Hong Kong. The statement refers more to red and off-site shopping to make false or misleading statements in social media.
JPEX18日0时起下架理财页面的所有交易，用户无法进行任何新的理财订单，旧有进行中的理财订单会维持至产品结束日期。同日稍后再有公告称将继续营运。
At 0000 hours on JPEX18, all transactions on the finance page are processed, users are unable to make any new financial orders, and old and ongoing financial orders are maintained until the end date of the product.
对此，行政长官李家超今日(19日)出席行会前见记者时表示，非常关注JPEX案，要求证监会和警方下午会见传媒。就虚拟资产的发展，李家超说，特区政府的政策是，第一，需要有效的监管制度保障投资者，第二；信息发放需要公开透明；第三，重视及推行投资者教育，确保公众充分掌握资产风险及运作情况。
In response, the Chief Executive, Mr. Lee, expressed great concern about the JPEX case and asked the CSRC and the police to meet with the media in the afternoon, before attending today’s meeting. Regarding the development of virtual assets, Mr. Li said that the HKSAR Government’s policy was, first, to ensure that investors were protected by an effective regulatory system, and, secondly, that information was disseminated in an open and transparent manner; and, thirdly, to focus and promote investor education to ensure that the public was fully aware of asset risks and operations.
9月19日，香港特区行政长官李家超出席行政会议前会见传媒时表示，特区政府关注虚拟资产交易平台JPEX怀疑诈骗事件，警方亦已采取拘捕行动。今次事件亦显示，投资者必须投资在受监管及有牌的投资平台，当局的发牌制度能确保获发牌的平台对投资者有充分保障。 中新社记者 李志华 摄
李家超续说，JPEX事件反映监管重要性，必须投资在受监管、有牌的交易平台重要性，以及个人对虚拟资产认识及风险的重要性。证监会会监察市场的变化及发展，确保投资者的利益受到充分保障。特区政府亦会大力推动投资者教育。
The JSEX event reflects the importance of regulation, the need to invest in regulated, licensed trading platforms, and the importance of individual perceptions of virtual assets and risks. The SEC monitors market changes and developments to ensure that investors’ interests are fully safeguarded.
