In response to rumours that the Nanjing plant had been granted an “indefinite exemption” by the United States Department of Commerce, the official response from the stationic power plant indicated that the United States Department of Commerce had recently issued a “certified end user” (Validaded End-User, VEU) authorization to the station (Nanjing) Limited. This formal VEU authorization replaced the previous provisional written authorization issued by the Department of Commerce since October 2022. The VEU mandate did not add new authority, but confirmed that the goods and services covered by the United States export control regulations had been provided with a long-term and sustainable supply of power to the company (Nanjing), and that suppliers did not need individual licences.
