菏泽市鲁通码平台于2023年6月正式上线应用;菏泽市“牡丹链”项目于2022年9月上线应用。

利用区块链这一可信技术构建全市统一的政务区块链平台——“牡丹链”,推动“区块链+政务服务”、“区块链+政务数据共享”、“区块链+社会治理”等场景应用创新,建立完善数据供给的可信安全保障机制,保障数据安全合规共享开放。围绕群众日常生活需求、办事需要,依托“爱山东”APP,打造鲁通码综合服务平台,实现菏泽全市智慧政务服务、智慧生活服务的“一码互联,一站聚合”,深化数据赋能公共服务新生态。

建设鲁通码平台,为每个市民提供能够识别个人身份的专属二维码,通过身份信息关联各类电子证照、证明、资质,在不同应用场景下,可授权不同数据使用权限,最大程度保障数据安全、便捷、可信、合规使用。支持政务服务自动填报、社会生活便捷用数。探索建设统一支付平台,对接微信、支付宝、银联等渠道,完成支付链路安全闭环,实现聚合支付,围绕群众日常生活需求、办事需要,持续开展鲁通码支付场景应用建设,积极探索健康医疗、文化旅游、交通出行等场景服务,实现基于鲁通码的“亮码支付”。

基于自主可控的区块链技术,创新“公共数据上链、个人链上授权、社会链上使用、全程追溯监管”数据可信流通模式,建立健全个人/企业数据确权授权机制,通过技术与制度双管齐下,实现主体可信、客体可信、平台可信,数据安全与数据开放赋能并存,在全市范围内构建公共数据可信流通体系,让数据库内“沉睡”的静态数据变成区块链上“流动”的数据资产,充分释放公共数据价值。

(1)平台部署在菏泽电子政务外网公共服务域,配备了日志审计、堡垒机、主机安全、防火墙等安全服务,并已通过等保三级认证,确保平台体系安全可控。

通过将鲁通码关联各类电子“证、照、卡、码”,替代纸质证明材料免提交,能够实现信息使用效益最大化,节省纸质证明材料准备、打印、邮寄等方面的经济成本。该“一码通行”公共服务场景可为菏泽全市1000余万人办事、生活提供便利,预计年节约经济成本达到百万元。

菏泽市鲁通码平台已于2023年6月15日正式上线应用,实现在政务办事、酒店入住、门禁通行、医疗健康、交通出行、文化旅游等20类场景中“亮码办事”“一码通行”。目前日均生码500余次、亮码6000余次,有效缓解了群众不同场景下二维码种类繁多、重复亮码等问题,切实提升了政务服务水平,提高了群众办事满意度、获得感。
