建设鲁通码平台，为每个市民提供能够识别个人身份的专属二维码，通过身份信息关联各类电子证照、证明、资质，在不同应用场景下，可授权不同数据使用权限，最大程度保障数据安全、便捷、可信、合规使用。支持政务服务自动填报、社会生活便捷用数。探索建设统一支付平台，对接微信、支付宝、银联等渠道，完成支付链路安全闭环，实现聚合支付，围绕群众日常生活需求、办事需要，持续开展鲁通码支付场景应用建设，积极探索健康医疗、文化旅游、交通出行等场景服务，实现基于鲁通码的“亮码支付”。

基于自主可控的区块链技术，创新“公共数据上链、个人链上授权、社会链上使用、全程追溯监管”数据可信流通模式，建立健全个人/企业数据确权授权机制，通过技术与制度双管齐下，实现主体可信、客体可信、平台可信，数据安全与数据开放赋能并存，在全市范围内构建公共数据可信流通体系，让数据库内“沉睡”的静态数据变成区块链上“流动”的数据资产，充分释放公共数据价值。

This “one-size-fits-all” public service scenario can facilitate the work and livelihood of more than 10 million people across the city, and is expected to save millions of dollars annually.

菏泽市鲁通码平台已于2023年6月15日正式上线应用，实现在政务办事、酒店入住、门禁通行、医疗健康、交通出行、文化旅游等20类场景中“亮码办事”“一码通行”。目前日均生码500余次、亮码6000余次，有效缓解了群众不同场景下二维码种类繁多、重复亮码等问题，切实提升了政务服务水平，提高了群众办事满意度、获得感。
