平谷區貫徹落實統籌疫情防控和穩定經濟增長的實施方案
按照中央提出的“疫情要防住、經濟要穩住、發展要安全”的要求,為貫徹落實國務院和北京市穩經濟相關政策措施,高效統籌疫情防控和經濟社會發展,統籌發展和安全,穩增長穩市場主體保就業,確保經濟運作在合理區間,堅持“五子”聯動服務和融入新發展格局,大力推動高大尚平谷建設,以實際行動迎接黨的二十大勝利召開,結合我區實際,制定本實施方案。

3.受疫情影響的企業等用人單位,可按規定申請緩繳住房公積金,緩繳期限為2022年4月至12月。緩繳期間,繳存職工正常提取和申請住房公積金貸款不受緩繳影響。職工在北京市無自有住房租住商品房,可按實際支付房租提取住房公積金,不受繳存人月繳存額限制。受疫情影響不能正常償還個人住房公積金貸款的,不作逾期處理,不影響徵信記錄,並免收罰息。(責任單位:區住房公積金管理中心)

7.引導區內金融機構全面梳理中小微企業和個體工商戶、貨車司機貸款及受疫情影響的個人住房與消費貸款,逐項建立臺賬,鼓勵金融機構落實中國銀保監會、北京銀保監局最新政策,引導金融機構實施延期還本付息,簡化申請手續、支援網上辦理,不因疫情因素下調貸款風險分類,不影響徵信記錄,並免收罰息。(責任單位:區財政局、區市場監管局、區交通局)

8.落實中小微企業融資擔保支援相關政策,將受疫情影響較大的服務業小微企業2022年新申請銀行貸款由政府性融資擔保機構提供擔保的,按0.5%的費率收取擔保費,對政策性創業擔保項目免收擔保費,對政府性融資擔保機構2022年度新增小微企業融資擔保業務提供不高於實際發生代償總額20%的補償。充分發揮平谷區中小微企業融資擔保風險補償基金作用,協調北京農業擔保有限公司對基金擔保的300萬元以內涉農中小微企業融資將擔保費率控制在0.8%左右,對受疫情影響的涉農小微企業2022年新申請銀行貸款融資擔保費率降至0.6%左右,300萬元至1000萬元以內擔保費率控制在0.8%至1.5%之間。(責任單位:區財政局、區科技和信息化局)
8. 10.落實助企紓困優化營商環境若干措施,擴大線上審批服務、電子印章和電子證照應用,提升“一網通辦”服務水準,實現惠企政策“主動辦”“加快辦”“方便辦”。疫情期間工業産品生産許可證到期的,企業線上承諾後有效期自動順延。食品生産許可證(非特殊食品)到期的,有效期順延6個月。封管控區內無法及時換發食品生産許可證(特殊食品)、食品經營許可證的,有效期順延至封管控解除後30日。按市級要求,對因疫情影響導致的行政處罰、延期還貸等失信行為,不納入信用記錄和徵信記錄,為受到行政處罰並被公示的企業開通“信用豁免申請”便捷服務。用好12345企業服務熱線,為企業提供政策諮詢、受理辦理、督辦反饋、回訪評價全鏈條服務,實現“企業有所呼、政府有所應”。(責任單位:區發展改革委、區政務服務局、區科技和信息化局、區市場監管局)

52.創新農村金融服務體系。對符合相關政策支援的農業領域貸款項目給予貸款貼息支援,具有本區戶籍的農戶均可申請,對從銀行(或試點的保險機構)獲得1-3年期經營性貸款的,對按時還本付息的符合條件的項目,按照銀行同期基準貸款利率給予貼息支援。探索農業設施産權抵押貸款試點,著力破解困擾農戶和新型農業經營主體“貸款難、擔保難、融資難”問題。加大政策性農業保險支援力度。對於農業常規險種,財政給予60%至70%保費補貼。涉及“桃種植附加産量損失”和“桃價格”兩個創新試點險種,財政給予70%保費補貼”。推動政策性農業保險擴面、增品、提標,圍繞蔬菜、糧食、果品等繼續開發保收入的特色險種,爭取保險範圍翻一番。(責任部門:區農業農村局、區財政局)

55.促進産銷立體銜接。加快智慧中央廚房等採後加工、冷鏈物流項目建設,提升農副産品、食品應急儲備能力。加快構建區、鎮、村三級電商流通體系,加強與頭部電商平臺對接,繼續開展以“北京尖貨-平谷鮮桃季”為主題的多平臺直播帶貨活動,組織直播帶貨大賽,提高全區以大桃為主的農産品網際網路銷售佔比。對符合我區“網際網路+農産品”産業發展支援範圍的經營主體開展物流服務、電商知識培訓、建設電商服務中心、大桃分市場購置硬體設備相關費用進行補貼。(責任單位:區商務局、區農業農村局)

本實施方案自發佈之日起施行,有效期至2022年12月31日(國家和北京市有相關規定的,或具體措施明確執行期限的,從其規定)。已享受《關於繼續加大中小微企業幫扶力度加快困難企業恢復發展的若干措施》(京平政辦發[2022]6號)相關政策的不再重復享受。各行業主管部門負責對政策措施進行解釋,並做好接訴即辦工作。
