習近平總書記在中央政治局第十八次集體學習時指出，區塊鏈技術應用已延伸到多個領域，要讓區塊鏈技術發揮更大作用。區塊鏈技術具有促進數據共享、優化業務流程、提升協同效率、建設可信體系等方面的優勢。推動新時代黨建高質量發展，提高運用區塊鏈的技術能力，可以進一步激發黨的思想引領力、黨員隊伍凝聚力、主體責任落實力和執政為民服務力。
In the 18th session of the Central Bureau of Political Affairs, the General Secretary noted that the use of the chain technology has been extended to a number of domains, with a view to making the chain technology more effective. The chain technology has the advantage of promoting data sharing, improving business processes, enhancing cooperation and efficiency, and building credible systems.
增強黨的思想引領力。從區塊鏈思維分析，每個黨支部就是區塊鏈中的一個節點，可以單點發起、點上發聲、鏈上傳播，讓思想政治工作“星星之火，可以燎原”。黨支部帶動黨員堅持學習習近平新時代中國特色社會主義思想和習近平總書記重要講話、重要指示批示精神第一議題制度，引領黨員真學、真懂、真信、真用，推動學習貫徹制度化常態化。黨支部書記帶頭領學促學黨中央國務院和省委省政府決策部署、重要會議精神，講好黨的故事，引導黨員不斷增強“四個意識”，堅定“四個自信”，做到“兩個維護”。各支部通過智能網絡，針對不同特點的黨員群體精准畫像，實施個性化教育，做好數據管理和信息服務，形成加強認識、消化吸收、總結提高的知識鏈條閉環。黨員聽完“廣播”后，根據時間順序把學習記錄在自己“賬本”上，在鏈上交流探討、發表建議，把學思結合的過程切實轉變為自我提高、凝聚共識、破解難題的過程。支部間打通了信息壁壘，通過鏈上記錄隨時查看其他支部的學習內容和進度安排，相互借鑒好的經驗做法，形成比學趕超、推陳出新的濃厚氛圍。

提升黨員隊伍凝聚力。區塊鏈數據具有公開透明、可追溯、不可篡改的特點，黨建工作通過讓數據上鏈，可以使黨員的日常監督管理更加高效便捷。通過區塊鏈分布式數據存儲系統，每名黨員、每個黨支部特別是流動黨員、流動黨支部的信息都可以錄入在數據鏈中，確保數據真實防篡改。通過“鏈”上發送黨務知識、重溫入黨誓詞等方式，可以幫助流動黨員准確了解黨和國家政策，引導其富而思源、回饋家鄉。區塊鏈數據操作平台可跟蹤追溯黨員參加“三會一課”、黨組織生活會，黨費收繳，黨建和業務工作同謀劃、同部署、同推進、同考核等情況，借助互聯網視頻等信息技術，讓日常工作更精細更透明，及時發現存在的短板漏洞，有效解決黨建工作虛化弱化軟化的“燈下黑”等新老難題，建設風清氣正的政治機關。通過海量數據有效集成和高效運算，及時發現黨員干部在政治、思想、紀律等方面存在的苗頭性、傾向性問題，緊盯關鍵人和事，第一時間約談教育、引導幫扶，通過嚴管厚愛激勵干部擔當作為，廣大黨員的幸福感歸屬感不斷提升，從而更加自覺緊密地團結在黨的周圍。

強化執政為民服務力。區塊鏈也是一種信用的記錄和傳遞，在保障數據隱私性、安全性、可靠性的基礎上，可以促進信息資源互聯互通、開放共享。廣大群眾可以放心的把最為關心期盼的教育醫療、生態環保等問題挂在“鏈”上，各部門由過去被動接收問題轉變為主動發現研究解決問題，通過大數據匯總分析甄別，及時認領“心願”、解決難題，為群眾帶來更智能、更便捷、更優質的政務服務體驗，切實打通服務群眾“最后一公裡”。區塊鏈技術建立起的信任機制，縮短了信任鏈條，提升了信任協同，大量群體不再是被動等待服務，而是轉變為服務的積極參與者，群眾可以充分的進行利益表達、過程跟蹤、反饋評價，這種共建共治共享社會治理模式，讓群眾的知情權、參與權和監督權得到充分實現，獲得感、幸福感、安全感不斷提升，政府的公信力不斷得到夯實。同時，區塊鏈可以助推社會治理更加精細化，將看似沒有聯系的事件有序關聯起來，進行實時監測、動態分析、超前預判，對人的情緒、行為等進行判斷評級，從而為政府更精准高效服務群眾提供更優決策參考。

The system of trust built by regional technologies, shortening the chain of trust, enhancing trust agreements, not waiting for services, turning a large number of people into services to find solutions to the problem.
