现中国银行股份有限公司软件中心（以下简称"中国银行软件中心"）对 “2022-2024年度软件中心支持服务（元宇宙研究技术支持）采购项目”进行采购，现邀请有意向参加本项目且满足基本资质要求的供应商参加。
The Chinese Banking Company Software Centre (hereinafter referred to as the China Banking Software Centre) now procures the 2022-2024 Software Centre Support Services (MSC) Purchase Project, which invites vendors interested in participating in the project and meeting basic qualification requirements.

三、采购内容
III. PROCUREMENT
技术支持服务领域包括但不限于虚拟营业厅、数字虚拟人、XR、NFT、DeFi等元宇宙相关技术，供应商需具备元宇宙下银行业应用场景的分析经验，具备相关的研究和部署能力。服务地区须覆盖北京、深圳、西安、合肥。
The technical support services include, but are not limited to, virtual business halls, digital virtuals, XRs, NFTs, DeFi and other meta-cosm-related technologies, where suppliers have analytical experience in banking applications under the meta-coastal universe and have relevant research and deployment capabilities. The services must cover Beijing, Shenzhen, Xian, and compost.
四、合格供应商的基本资质要求(须同时满足)
（一）供应商须为中华人民共和国境内（港澳台除外）合法注册的独立法人，具有健全的财务会计制度，具有独立承担民事责任的能力，合法运作，商业信誉良好。
(i) The supplier must be a legally registered independent legal person in the People's Republic of China (except Hong Kong and Macao), have a sound financial accounting system, have an independent capacity to assume civil liability, operate legally and have good business reputation.
（二）供应商须具备完成本项目的资质和能力。
(ii) The vendor must have the qualifications and capacity to complete the project.
（三）供应商须在法律和财务上独立、合法运作并独立于采购人，不得直接或间接地与采购人或其附属机构有任何关联。
(iii) The supplier shall be legally and financially independent, lawfully operating and independent of the purchaser and shall not have any direct or indirect connection with the purchaser or its subsidiaries.
（四）须全部同时满足：
(iv) Are fully satisfied at the same time:
1、自2019年1月1日起至公开邀请公告发布之日止（以证明文件服务有效期为准），供应商须具有全国性股份制商业银行、互联网综合实力前10强企业至少有3个元宇宙相关场景建设技术支持服务案例，并提供有效证明材料(如合同或协议)。注：(1)全国性股份制商业银行指中国银行、中国工商银行、中国农业银行、中国建设银行、交通银行、中国邮政储蓄银行、中信银行、中国光大银行、华夏银行、广发银行、平安银行、招商银行、上海浦东发展银行、兴业银行、民生银行、恒丰银行、浙商银行、渤海银行；(2)互联网综合实力前10强企业（中国互联网协会2021年发布）：阿里巴巴、腾讯、百度、京东、美团、字节跳动、拼多多、网易、快手、360。
1. From 1 January 2019 until the date of the announcement of the public invitation (based on the validity of the documentation service), suppliers are required to have a national shareholding commercial bank, at least three cases of technical support services for the construction of the cosmos-related scenes in the top 10 companies of the Internet Consolidated Power, and to provide valid supporting material (e.g. contracts or agreements). Note: (1) National share-stock commercial banks refer to the Bank of China, the Bank of China for Commerce and Industry, the Bank of Agriculture of China, the China Construction Bank, the China Postal Savings Bank, the Bank of China, the China Guang Da Bank, the Bank of China Huaxia, the Bank of China Huaxia, the Bank of Hiroshi, the Bank of Shanghai Pudong Development Bank, the Bank of Hong Kong, the Bank of Zhehu Business Bank and the Bank of Tianhai Bank; (2) Top 10 enterprises of the Internet Consolidated Power (published by the Chinese Internet Association in 2021): Aliba, Tuntsai, Pedu, Kyundong, the United States of America, the Qui Queto, the Fast Hand, 360.
2、服务须覆盖北京、深圳、西安、合肥。
2. Services must cover Beijing, Shenzhen, Xian, and Fertilizer.
（五）供应商须保证，采购人在其本国使用其提供的服务时，不存在任何已知的不合法的情形，也不存在任何已知的与第三方专利权、著作权、商标权或工业设计权相关的任何争议。如果有任何因采购人使用供应商提供的服务而提起的侵权指控，供应商须依法承担全部责任。并负责赔偿采购人由此而遭受的全部损失。
(v) The supplier is required to ensure that there are no known irregularities in the use by the purchaser of the services it provides in its own country, nor any known disputes relating to third-party patents, copyrights, trademarks or industrial design rights. In the event of any allegations of infringement arising from the use by the purchaser of the services provided by the supplier, the supplier is liable in full in accordance with the law.
（六）供应商应遵守有关的中国法律和法规，近三年内没有重大违法违规行为，且在中国银行不得有不良记录。
(vi) Vendors should comply with the relevant Chinese laws and regulations, and there have been no significant violations in the last three years, and there must be no poor record in Chinese banks.
（七）供应商不存在环境污染、非法用工等引发环境和社会风险的违法违规行为。
(vii) There are no environmental and social risks arising from violations by suppliers such as environmental pollution, illegal use of labour, etc.
（八）存在关联关系的不同供应商，不得同时参与本项目。关联关系供应商包含以下情况：
(viii) Different suppliers with a relationship may not participate in the project at the same time.
1、与本供应商单位负责人为同一人的其他供应商；
1. Other suppliers with the same person as the head of the vendor unit;
2、与本供应商存在直接控股、管理关系的其他供应商。
2. Other suppliers with direct ownership and management relationships with the vendor.
供应商应向采购人如实披露与本供应商存在关联关系的其他供应商。采购人有权取消关联关系供应商参与本项目的资格或重新组织采购。
A supplier shall disclose to the purchaser in good faith any other supplier that has a connection with the supplier.
（九）供应商之间不得相互串通响应报价，不得排挤其他供应商的公平竞争，损害采购人或者其他供应商的合法权益。
(ix) There should be no collusion among suppliers in responding to quotations or in crowding out fair competition from other suppliers to the detriment of the legitimate interests of the purchaser or other suppliers.
（十）供应商须从采购人处获得采购邀请文件并登记备案，否则不能参加本项目。
(x) Vendors will not be able to participate in the project unless they obtain and register procurement invitation documents from the purchasers.
（十一）本项目不接受联合体申请。
(xi) The application of the consortium is not accepted under this item.
（十二）供应商不得将本项目采购内容以任何方式进行分包、转包。
(xii) The supplier shall not subcontract or subcontract in any way the contents of the procurement for this project.
五、公开邀请公告发布媒介
本公告将在中国银行网站(http://www.boc.cn)进行发布。
The announcement will be published on the Bank of China website (http://www.boc.cn).
六、采购邀请文件的领取
vi. Receipt of procurement invitation documents
（一）有意向的供应商可按以下要求，报名参与资质核验：
(i) An interested supplier may register to participate in the certification of qualifications as required by:
1、报名时间：自本公告发布次日起5个工作日，每天（节假日除外）上午9:00-11:30，下午13:30-17:00（北京时间）；
1. Date of registration: 5 working days from the date of publication of the present bulletin, 9 - 11.30 a.m. daily (except for holidays) and 13:30 - 17:00 p.m. (Beijing time);
2、提供公司全称、成立时间、注册资金、主营业务（简明扼要，控制100字内）；项目联系人名称、联系电话、电子信箱；以及其他本公告第四点中提到的其他相关资质证明。
2. Provide full name of the company, date of incorporation, registered funds, main business (simplified and controlled in 100 words); name of the contact person for the project, telephone contact, e-mail; and other relevant qualifications referred to in point 4 of this bulletin.
3、提供营业执照复印件（或注册资本凭证）；满足本公告第三点、第四点全部要求（以点对点应答格式明确回复），并出具涉及到的所有资质文件，上述文件均须加盖公章。
3. Provide a copy of the business licence (or registered capital certificate); fulfils all the requirements of the third and fourth points of this bulletin (specific responses in the form of point-to-point responses) and produces all the qualification documents involved, which must be stamped.
4、在报名时间内，将上述材料压缩至10M以内，并以“2022-2024年度软件中心支持服务（元宇宙研究技术支持）采购项目-XX公司资质”命名邮件标题，发送至：bocsoftbiz@boc.cn；

（二）符合项目资质要求的供应商，将在报名结束一周内通知领取邀请函。
(ii) Vendors meeting project qualifications will be notified of receipt of the invitation within one week of the end of their registration.
（三）邀请文件领取费用：免费。
(iii) Receipt of invited documents: free of charge.
七、应答文件的递交
（一）递交应答文件截止时间：另行通知
(i) Deadline for submission of responsive documents: additional notice
（二）报送应答文件地点：北京市海淀区永丰路299号中国银行软件中心。
(ii) Place of submission: China Banking Software Centre No. 299 Young Fong Road, Haidian District, Beijing.
（三）本项目不接受邮寄、传真形式递交的应答文件。供应商须派其合法的授权人在应答文件递交截止时间之前将应答文件密封后送达指定地点并签字确认，逾期送达或不符合规定的应答文件恕不接受，申请人须承担因未送达并签字所造成的一切责任。应答文件一经递交不予退还。
(iii) A response document submitted by mail or fax is not accepted for this item. The supplier must send its legitimate authorized person to deliver the answer document to the designated location and sign for confirmation before the deadline for submission of the answer document.
（四）谈判时间：另行通知。
(iv) Timing of negotiations: further notice.
